I have an iPod touch 5th generation, every time I charge it, the battery percentage decreases or sometimes it stays the same percentage. When I turn it off and turn it back on, it shows that the percentage increased. How do I fix this problem?

How are you reading the percentage? Was the iPod ever jailbroke?
% battery on an iPod is not accurate. What you are see is normal if the battery is fully charged in four hours.
It was never jailbroken in the settings you can have the option to triple click the home button to activate Voice Over. If you tap the battery, it tells you its percentage.
As I said. % battery is not accurate.
