That doesn't sound right, batteries are replaceable. First try your iPad with another charger and your charger with another iPad. Very carefully clean the connections. Is it holding any charge ? If it is a reset may be in order. Press and hold both the home and power buttons 10-15 seconds till the Apple logo appears. Release both buttons. Wait 15-20 seconds till your iPad starts on it's own.

Yes, it seems that your cycles have run out. One cycle is basically one charge "cycle" for your apple device. An iPad/iPhone will still operate at 80% efficiency after 1000 charge cycles. However, it seems that you have no cycles left. However, Apple does offer replacing an iPad with a spent battery for $99 or so.

Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. Did you try any of the suggestions above ? Things rarely work one time and stop woking the next. How did they test it to come to the conclusion nothing can be done ? Borrow a charger and cable from a friend and see if it will take a charge.
