The X-SIM, like the R-SIM, Turbo SIM, Gevey SIM, and other products like that, is illegal to use in every country on the planet.

ONLY the carrier it's locked to can authorize unlocking it.

If it's locked to Rogers, contact Rogers. If you qualify, they can authorize unlocking it. If they refuse, you can't.
