You can't; you have to restore the phone from a backup made prior to the restrictions passcode being set.
Do you know what it is?
If so go to settings app, then go to General in Settings, until you see Restrictions.
Otherwise you need to Enter DFU and restore, but first make a back up of your device on iTunes.
HOW TO ENTER DFU MODE:
1. Hold the Home+Power for 15 seconds
2. After 15 seconds let go the power button but keep the home button down.
Then iTunes will poop up saying you need to restore then click restore and Agree.
To reset a restriction password, go to Settings > General > Restrictions and use your password to then proceed to make changes.
If you have forgotten the restrictions password, you will have to restore to factory condition and then restore from a backup that precedes the installation of the restrictions password.
And what if I don't have a backup from before ?
Then you restore to factory settings and don't get your data back.
If you do not have a backup you will lose all of your content and settings. You can redownload apps and music and sync your calendars and contacts and photos that are in PhotoStream through iCloud if you have an iCloud account.
Then you will have to set up the iPod as new.
You can redownload most iTunes purchases by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
If you use the same iCloud ID, your Contacts, Calendar, Notes and Reminders should be retained.
