Q: reseting the Lockdown folder in itunes

That is the problem.  It was referenced in an apple discussion to fix the no-back-up to the 3GS in itunes.

Article was great..  I tried to locate using the search and could not find any apple files they described in Windows 7-64.  I guess I will rebuild my itunes after a complete erasing of apple files.  Thanks for your help and reference number location.  I will continue to find a fix for "itunes could not backup iphone because the backup could not be saved" (error message from apple).
