In order to lock an individual app, the app developer would have to build that into the app itself. It's not a feature of the OS. And even if they did, I don't believe they can access the touch ID database.

If the phone is blacklisted, you wont be able to activate it.

Apr 30, 2014 9:08 AM in response to Rakesh khetpalby wjosten,Apple doesn't have anything to do with Blacklisting phones, that's strictly a function of the carriers. So, don't waste your time calling Apple, as they have nothing to do with this & can't help you.
If AT&T has Blacklisted the phone, they either did so because the phone was reported lost/stolen, or the account holder failed to pay their bill. You will have to deal with AT&T.
