The only iPod that can run iOS 7 is the 5th generation iPod Touch.

Thanks Phil! I"m looking into this now. I have one other question. I am giving this iPad to my father. I created him a new Apple ID and account. I wiped the iPad again using iTunes. Now for some reason, any app I try to install gives me a pop up stating that I need to update to iOS 7  and it don't give me an option to download it for 6.0 or earlier. Is this because he is new and never had any apps before?

Yes. As I explained above you'll need to download the incompatible Apps to iTunes on a computer uising his Apple ID before hand and then download them to the iPad to get the compatible version option for them.

In other words, the Apps need to be registered to the apple ID before a compatible version is offered.

Great! Thanks! I kinda figured that out before I read your post (sorry)...this is what I did:

I have a newer iPad mini updated to 7.1.2.. I'm installing what ever app I want on this newer iPad and they are automatically installing on the old one..I'm new to (Apple/iPad) so I am just starting to learn how things work. I'm a Windows guy.

Now I'll just have him do it with iTunes on his computer when he goes home.....lol

Thanks again! One more stupid question. Now that he has the apps he want's on it, when he goes home, what does he need to do? open iTunes and download them in his iTunes Store account, or can he just sync his iPad with iTunes and going forward, download what he want's in iTunes?

As long as the Apps where downloaded with his Apple ID, he can transfer the Apps to his iTunes library on his computer via the Transfer purchases option in iTunes.

For any new Apps he may want, he'll have to make sure they can run on his iPad. All Apps have the requirements displayed in the info column on the right.   If they can't he'll have to go find them on iTunes on his computer and download them, and then go the Purchased tab in the App store App on the iPad and see if he gets offered a compatible version.

For free apps this is not a problem, for payed Apps its better if he contacts the developer to find out before paying money for an App that has no compatible version.
