You need a wifi + cellular iPad to get 3G.

Go to settings, general, about, and check to make sure your model is a wifi+celluar model. If it is, you may need to get a simu for your ipad.
Correction: sim
If you don't have a cellular(3G) model you can use a iPhone as a hotspot or buy a Mifi unit.
