SYNCHING BOTH IPHONE 5C AND IPAD 2 ON ANOTHER LAPTOP

I'm pretty computer savy; however, my devices are not showing up in iTunes when connected with USB via wi fi for synching. Please help.

How can I get iTunes to recognize these devices on my new laptop and to synch them to my new laptop?
