Documents and Data and iCloud

So, for the longest time the "Other" section on my iPhone 4s was about 6GB and was so irritating because I could not even even upgrade to ios 7. I visited the Apple store and they told to that I should try a restore because it might open up more room. So I did the restore and luckily it did open up quite a lot of room. However, after I restored a new section called "Documents and Data" appeared and said it was caused by all of my text messages. So I read alone that I should delete all my messages and check off the Spotlight Search in my settings. Unfortunately, the Documents and Data is still there and takes up about 4.6GB. I also decided to turn on my iCloud to see if it would do anything but it didn't. Does anyone have a solution for this? It would be greatly appreciated!
