why I can't purchase on apple store meanwhile card is verified?

Any idea why and even though my card is verified each time I login to apple store by a deduction of 1.0USD my purchase cann't be completed?

I have bought the same item for more than 3 times.

I am trying to buy gems for clash of clans game.

I have updated my billing info for more than 3 times and card was verfied for 3 times as well.
