Creating an Apple ID has nothing to do with the purchase of a phone. You can create an Apple ID without an Apple device at all. What exactly are you trying to do that is not working?
i tried from apple sit its already created but through iphone cannot sign in and showing cannot add more than 3 id .

I suspect you're referring to the 3 free iCloud account limit on an iOS device. If so, there's no way around this. Once that limit is reached, you'll have to create the iCloud account on another iOS device or computer, then setup that account on your phone.
