My photos folder is empty after setting up iCloud, I am unable to get anything to show up, why does it say I have no photos, when I have over 100 on my phone?

I had installed iCloud on my PC windows 7. I had set it up to download and share all pictures, but when I open the folder on my computer it is empty. On my iPhone 5c I do not have the icloud option for sending pictures anymore either. After setting up iCloud on my computer and clicking, "APPLY" it has taken over 30 minutes and is still not doing anything, What is wrong?
