os x needs to repair your library to run applications

I'm getting this error "os x needs to repair your library to run applications" when I logging using a network account from Lion Server. I made sure I join the server in the client account. I ran disk utility for repair but that didn't. Fix it. Please help

Mac mini, OS X Mavericks (10.9.1)
