No, Time Capsule will not accomplish that for an iOS device. You should be able to us the drive on the TC for addition storage for the Mac, but you could accomplish that with pretty much any external drive.
Reading some of the posts do you plug the hard drive straight into the router ?
Sorry external drive
Depends on the router and the hard drive, but yes you should be able to access it on the Mac that way. Not the iPad.
The router is bt open reach used for fibre optics hard drive is I omega if that means anything to you lol
No, not necessarily. What matters is the connection protocol the HD uses (ethernet, USB, FireWire, etc) and if you have a corresponding port on the router this itsn't in use. You may want to check the manual or website for the HD to see if it gives any advice.
Also which socket would I plug the hard drive into and how do you find it on your mac
Please review this before implementing a hard drive for use as a time capsule, there are some basic guidelines that if followed make it a great solution however when implemented poorly it can be an IT admins nightmare.

And please note that the implementation of a time capsule will not assist you in managing data destined for your ipad, it is a methodology for backing up your desktop or laptop mac.
There are usb drives that have built in wi-fi that have a corresponding app for access from an ipad or iphone, but again it is limited to the apps capabilities as to what functionality is supported.
I think Time Capsul in this context referred to the hardware, not the back up methodology.
Well thank you for all the replies I'm not sure whether I'm any technically better off but I think you have saved me money I'm gonna leave the capsule and probably manage my data better on my products I'll store photos on my mac until I come up with a better option
If you are looking for Photo storage - and willing to use a cloud app - try Box. Free entry level is 50 GB, I beleive.
but you really do need to make sure you are backing up both devices.
Another option (That I give full credit to the admirable user Tom aka, Texas Mac Man Richardson, Texas)
There are some wireless external hard drives that can be used with the iPad.

I have just recently purchased the Maxell Airstash 2 and now have most of my video library stored on SD cards and have full streaming capabilities to all my apple devices at home or on the road, even in the air.
