Disable network user from disjoining open directory server - Mavericks

Environment - Mac Server running on Mac Mini Server using OSX Maverics. Is it possible to grant a user admin rights so they may install software/updates, etc, but disable them from being able to disjoin open directory / change any of the login settings? Thanks,

Nope.

Once you're an administrator, you have total access. All or nothing. There is no mechanism for administrating administrators.

Here's a way to install updates for non-administrative users.

Using ARD is a common choice, if you're not interested in Munki.
