Cannot Connect to App Store on iOS 7 iPad 2

A user's iPad 2 running iOS 7 was unable to access the App Store in order to udpate apps on his iPad. The user was connected to a wireless network. A pop-up would appear after restarting his iPad that asked him to view new iCloud terms and conditions. Trying to accept these new terms proved unsuccessful. We recieved server and time out errors when trying to view the new terms and conditions. Also, all of his iCloud settings were grayed out and not selectable.


Steps that did not work:

  • Hard resetting his iPad by holding down both the power button and home button until the Apple logo appears and then disappears.
  • Deleting and re-adding his App Store/iTunes account - we were unsuccesful when attempting to re-add the account; received an error message saying we could not connect to the App Store.
  • Deleting his iCloud account - received the promps to delete Safari and Photo Stream data, and turn off Find My iPad, but received an error after putting in password "verification failed" (all options were still grayed out).

Solution:

  • Clear out all apps that are open by activating the multi-tasking screen (double-click the home button) and swipe all apps up off the screen.
  • Go to Settings->General->Rest and Reset All Settings.
  • Go to Settings->iCloud (all options were no longer grayed out or inaccessible) and delete you iCloud account if it is not already deleted.
  • Go to Settings->iTunes & App Store and sign out of your account if you haven't already.
  • Hard reset the device by holding down both the power button and home button until the Apple logo appears and disappears.
  • Power on and re-establish your connection to a wireless network if you need to.
  • Go to Settings->iCloud and sign in with your iCloud Apple ID.
  • Go to Settings->iTunes & App Store and sign in with your iTunes Apple ID (may be the same).
  • Launch the App Store App. You should now be able to connect to the App Store and download updates for your apps.
