Remove the sim, clean the contacts, re-install the sim.

Get a new sim from your wireless provider.

Has the iPhone been jailbroken or modified to work with other

    than the original provider?

Did you just reset the iPhone or update the iOS version?

Is there a sim in the iPhone?

I could only confirm what didn't help in my case:

    - removing card was working only for 2-3 weeks

    - replacing sim card didn't help

    - rebooting device didn't help neither

    - reseting device - te same story.

It is widely reported issue for iPhone 4, iPhone 4s, iPad2, iPad mini after upgrade to IOS 7.0.6 or 7.0.3

Funny is that in my case only SIM card from not supported by Apple GSM operator works (I've tested about 12 SIMs).
