I have an iPod touch 5th generation 32gb and when I plug it into the wall power it barely responds to touch I just exchanged one because of the same issue. When I plug it into my laptop the screen works fine. I need help!

Then that seems to be a problem with either the wall charger or maybe the wall charger when combined with the cable.
Try a new Apple cable.

Like I said I just exchanged a blue one for this grey one I gave them the cable headphones so the cable us new but I will try another brick when I get home.
