No, it is a phishing attempt. Do not respond. Do not divulge any personal or financial information.

Any emails from from Apple will ALWAYS be contain apple.com.

It can have something before or after that but will always be apple.com such as itunes.apple.com or apple.com/support.

The link above goes to qhla.net so it is not Apple..
