Password request does not send to delete my old iCloud account?

When I try to delete my old iCloud account on my iPhone I request a password request and it does not send to my email?

I have managed to est everything else, iTunes etc to the new email but cannot change my iCloud and I want to sync with my ipad and share photos etc. what's going on?

Please help.
