Q: Mac OS X 10.9.1 iTunes 11.1.4 error 3194 restoring iPad 2 GSM iOS IPSW

I am unable to restore my iPad to an earlier version (iOS 6.1.3 - no Jailbrake involved). I keep getting the 3194 error. I have followed the instructions that involved modifying the hosts file. Still doesn't work. I have ios 7.0.3 on my Ipad.

I've tried both with DFU mode an default mode.  Nothing works.

 

I do not use a proxy.
