I have an ipad air and i have it in airplane mode but I can still access email and surf the web - why is that?

Can someone let me know why I can still access email and the internet at the same time having airplane mode turned on? Everything i've read states that browsing and email should be blocked? Please clarify. I have an ipad air with the wi fi and cellular option.
