cannot scroll using magic mouse when open pdf in preview OS X 10.9.1

cannot scroll up or down using magic mouse when openning pdf file in Preview (OS X 10.9.1)

can scroll in other applications.

tried different View mode : Continous Scroll, Single Page, Two Pages.

None of them worked.

can scroll using arrow in keyboard

iMac, OS X Mavericks (10.9.1)
