I want to connect my samsung tv to the internet that's is located in a different area of the home that the Airport Extreme is located. Is it possible to connect my samsung tv to an Airport Express that can wirelessly stream from the Airport Extreme?
Potentially yes. Is your goal to connect the TV to the network using a wired (Ethernet) or wireless connection?

I am assuming that your Samsung TV has built-in wireless or uses a USB wireless adapter ... correct?
If that is the case, you can configure both the Extreme and the Express for an extended network. You would just then connect the TV to this extended network using the TV's adminstration interface.
