Read the next-to-last sentence under "Verify system requirements":

iPad 2 does not do FaceTime over cellular.

    But check this out :

I spoke to three people at the flagship Apple store (Sydney, Australia), and 2 said you can over cellular and 1 said you can't. I came home to the website and again it's contradictory. One said that if your Ipad2 is updated with the latest OS7 then its good to go. I'm in two minds whether to upgrade my current ipad 2 or not. I don't have a cellular SIM at the moment otherwise it would answer my question . Hence I'm reaching out to the Apple Community here to get this qualified from experience.

    Further clarification ?

The TS3367 I linked to is dated Dec. 13, 2013, which is long after iOS 7 was released.

I do not believe you can do FaceTime over cellular with an iPad 2.

You talk about "upgrading". I guess that means adding a SIM card to an iPad 2 WiFi + Cellular model you already have. There is not much other upgrading you could do to an iPad.
