I have opened an apple id, its verified but i cant open imessages. It says, could not sign in, check connections and try again

Hello. I have bought the ipad an year ago, i have come to USA recently, i have opened a new apple id, but i cannot sign in to the iMessage. I have tried couple of times, but its not working. Can anybody give a good suggestions for it. Thank you.

iPad, iOS 7.0.6
