Every time I try to buy an app I get this error:
Unable to Purchase
"[App Name]" Could not be purchased at this time. Please try again later.
I am pretty much certain that it has something to do with the fact that this is a phone which was restored from backup as the phone had to be replaced as the former had a faulty battery.
I would appreciate any suggestions.

Did you try purchasing using computer iTunes?
Yes, I just tried it and it worked fine. I just purchased an app via iTunes on my mac and no issues at all.

Do you know there's a limit to 100 MB using cellular data to download?
I'm using wifi and I get the same error so I don't think that's the issue.

Have you tried signing out and sign back in again in
Settings > iTunes & App Store > Apple ID: > sign out ?
Have you also tried
Settings > General > Reset > Reset Network Settings ?
It's a network and signal issue. When the WiFi signal is weak at times, that message shows up. (Happened to me numerous times.)
Now, though, due to the lack of quality in Apple products, I don't even have a WiFi function.

The Apple quality is the best of breed in this industry. I do not have any issue with my Wi-Fi or my devices since 2009.
Maybe you should buy a better Wi-Fi router.
