Trying to install/enable VoiceOver on a 4th Gen Shuffle, I get "unable to install, error message 1618". Help.

I have a new 4th Generation iPod Shuffle. I am trying to install/enable VoiceOver.

When I plug the iPod Shuffle into my Windows 7 PC, iTunes detects it etc, and on the iPod Summary page, when I select Enable VoiceOver and apply, it downloads the software. When I click to install the software, I starts and then gives a message "Unable to install VoiceOver Kit. An unknown error occurred (1618)". I have tried this several times, with the same result.

Anyone able to help?
