Do you have another Ethernet cable you can try?

Thanks for your response. However, the suggestions were not helpfull.
As I noted this problem occurs on multiple machines and cabling has been ruled out. Moreover, the diagnostics meerly point to what I have already attempted.
I am no Mavericks guru, but I would like to hear from someone who has more knowledge of the operating system internals. I have tried three different browsers, swapped routers, changed cables and have pretty much ruled out hardware. What is baffling is that wireless works without a kickup.
