I'm thinking about buying a iPad Mini for myself for personal and educational reasons. I'm not sure which one to get, either 16GB or 32GB? The type of things that I would keep on it would be films, social apps, games, pictures, FaceTime, books and maybe a couple of albums. I've been told that 32GB is best which I guess makes sense, but is that really needed. I do have a iPhone 4S that is 16GB but I'm still not sure for an iPad.

One thing that can be said for sure is that you can never have too much storage space on an iPad, iPhone, or computer. Go for 32GB for sure and think hard about going with 64. I have a 64GB model and don't ever regret spending that extra cash for the larger model.

One thing to keep in mind is that the quantity of "stuff" we store always seems to expand to fill the available space..and once you get a 16gb device, there is no way to add additional memory. This is a decision only you can make, but in my opinion, If you have any question about 16gb being adequate, I'd probably choose 32gb.
