I can FaceTime everybody else on my contacts accept my friend who has an iPod gen 4, like me. It always says, "FaceTime Failed: (person) is not avilable for FaceTime" when they were never notified that I was calling, or called them. Realistically, they would be waiting for me to call, and the call never went through. This is vice versa for my friend. Is it because his iPod is jailbroken? (Personally, I think it is, but I want to make sure...)

Are yuu calling an email address that is the same on one your iPod in Settings>FaceTime>Yuu can be Reached At?
Yes, both of the email addresses are the same. When they try to call me, the call doesnt go through.

One of you needs to change your address. If both are the same it's like trying to call yourself from the same phone; it can't be done. Good luck, Cheers!
