We are trying to encourage the use of digital books, but if these can't be created... 😟
iBook, OS X Mavericks (10.9.2), deletes content in some pages....
The Guidlines will advise what can and cannot be created.
Apple do not monitor these discussion groups and your post here is basically pointless.
Contact iBooks support and ask your questions or make your complaints.

Hopefully you understand that HT5711 applies only to iBooks Author, whose format can only be read on an iPad or OS 10.9 in any case. Japanese ebooks can be created in epub3 format for the iBookstore and these will be readable on any platform. You will have to use an app like InDesign for Sigil for this instead of iBA or Pages.
Nobody can tell you if or when Apple will expand the capabilities of iBA to cover these languages.
