Items on desktop won't allow me to move them.

I work in real estate and constantly drag documents onto my desktop. This feature works fine. What doesn't work is for me to move these items around once they are there. I can drag and drop them into a folder but if I want to rearrange them, it will not allow it. Any suggestions? 😢
