i cant facetime

i wanted to facetime a friend and when i went to i see the app but all the options are messeging and emailing how do i fix it
iPhone 4, iOS 7.0.6
Have you ever been able to Facetime on this device? What if you check Settings>General>Restrictions, is Facetime restricted? Are you connected to wi-fi?
