Why my account cannot vertify

To verify the account you need to respond to the verification email that Apple will send to you by clicking the Verify Now link (see below). Make sure you check the email address you used to set up your iCloud account. Check the spam/junk folder as well as the inbox. If the email isn't there, go to https://appleid.apple.com, click Manage your Apple ID, sign in, click on Name, ID and Email addresses on the left, then to the right click Resend under your Primary Email Address to resend the verification email.

i know that but the another error 403!? u know that!?

That usually means that 3 iCloud accounts have already been created on your device and it will not create another account. (Each device can create a maximum of 3 iCloud accounts. If you purchased it used, the previous owner may have created them.)

Once this happens, all you can do is either use one of the accounts previously created, or create your new account using on a different iOS device or Mac.
