I already have a paid Icloud account but after some issues with my phone it wont restore. How do I get it back but dont have to pay again?

What does restoring your phone have to do with having to pay for an iCloud account again. The account doesn't just go away because you have to restore. Restoring your phone has no affect at all on your iCloud account status.
