I had this happen with a new iphone5 and after many tries when I switched to wi fi, somehow the password worked.

Make sure you backup and archive you backup via iTunes. After backup go to itunes >Preferences>Devices and crtl-click on the backup, select Archive. THEN reboot your phone. Reboot your phone by pressing the home button and the 'wake' button at the same time. Worked for me when hours of dicking around didn't.

Turning off wifi and connecting via LTE immediately fixed the problem. Makes no sense, but it worked. Apple ID works now.

Had the same problem with my iPad Air 2. Could sign in online on both PC and MacBook but it just wouldn't work for my iPad's iTunes. Spent a week resetting my password and checking the spelling but still nothing.

What finally worked was when I signed out of iCloud on my iPad (for it to recognise the new password I suppose😐), sign in to iTunes and then sign back in to iCloud again. And all of it was done on cellular network not Wi-Fi.
