Label templates
Why no mailing label templates in Pages (unlike in MS Word)?

How should any one here know? We are users like you.
Maybe because you can use Address book or Contacts to print labels.

And if you want to blaze your own trail, you can download free Avery Word label templates from their site. You open them in Pages, and then choose File > Save as Template...
