i bought an Ipad on an rummage sale. The iCloud is still registered under the previous owner. I do not know their password (nor them) and an "find my ipad" is turned on. How can I set up iCloud with my Apple ID?

If it is running ios 7, that is the activation lock security feature that is meant to keep thieves from being able to wipe and register a stolen device,
There is no work around or solution to bypass the activation lock, it can only be removed with the original owners account details.
You should attempt to return it for a refund or see if they recall their details.
