dock issues

Everytime I restart, my dock reshuffles my icons. Have never had this problem unitl using MacBook and MacBook pro. Also, I recently downloaded an upgraded version of software I use regularly and I have not been able to remove the icon for th older version from the dock. No puff of smoke, no "Remove from Dock" on pop-up menu.
