Can i send pictures if i do not have celluar data?

I do not have celluar data but i do have wifi. Why wont my picture messages and group messages send?

iPhone 4, iOS 7.0.6

it could be that there is something wrong with your wifi

Are you trying to send an iMessage, or an MMS to a non-iOS device?

they will only send over Wi-Fi if going to another iMessage user. If you're sending them to non-iMessage users (friends with a different smartphone OS, for example), it requires the cellular conection
