One thing you might try if you haven't already is turning on the Bluetooth on your iPhone along with the WiFi when looking for the Verizon MiFi.

Maybe Settings > General > Reset > Reset Network Settings would do it.

No, just your network settings. We just had a user at my company run into the same problem you're having, and a network settings reset solved it.

I believe the "amp;" is inserted when you enter text to the Apple Communities from an i-device (as opposed to a computer).

By the way, it's interesting you use a MiFi device.  I understand your iPhone cellular carrier may not be Verizon, or you may have other reasons to use MiFi (like the MiFi is work funded and the iPhone is personal, or vice versa), but personally, I forego the MiFi and use my iPhone as the personal hotspot when I need portable WiFi.

Yes, generally speaking, setting up a cellular account to handle personal hotspot involves adding an extra costly service to your cellular bill.  So it's likely not the right answer for you.
