How do I resolve "iTunes was not properly installed. If you wish to import or burn CDs you need to reinstall iTunes"

I am unable to burn CDs in iTunes. When I launch the application, the message "ITunes was not properly installed.if you wish to import or burn CDs you need to reinstall itunes" appears. I have deleted registry files, I have removed all related ITunes apps by uninstalling from Programs and deleting folders in C:Program files(and restarted laptop aftrerwards), nothing seems to resolve this error message.
