My computer doesn't recognize my iPod Touch as a device, but the iPod used my computer still as a power source

My brand new iPod and brand new Toshiba Satellite using Windows 8.1 with the latest iTunes update and Windows updates don't want to connect together despite my iPod using the Toshiba as a power source... How can I have the computer recognize the connection so I can sync the two together to get new music and stuff?
