Q: Phone Restore error 4013

iPhone 4s, I have the USB cable and iTunes logo on the screen and it's currently in restore mode. Tried everything online to resolve but I keep geeting the error message 4013 returned. Once had error 21 but mainly 4013. Is there anyway around this?
