The only way to unlock them is to have the original owner to release them ,as explained in the above document
The iPhones may have been stolen or the donors intended you to be left with a brick
There is no solution .Apple will NOT unlock them ,it is an anti theft device and since it was introduced with iOS 7 from the posts here it will be very successful at making stolen iPhones useless

Contact them. If you can't, or if they can't or won't release the locks, turn the over to the police. They're probably stolen.
