can message some but not all

Message is designed to only work to other iphones and ipads that are registered with the message system,

It is different than normal SMS texting on cell phones.

Are the numbers that fail iphones? Are they registered?

That is an option to send sms messages as opposed to Apple messages.

The ipad is not a cell phone and is unable to use the cell phone networks even ipads with cellular service only use cell data network not cell phone which is required for sms and mms, third party apps get by this by using a data network to their servers and then converting it to traditional cell phone networks.
