Trying to install ios7 on iPad air and somehow is still not installed. The iPad is off and can not be turn on

Try reset iPad
Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears
Note: Data will not be affected.
If the Reset doesn't work...
Do the Update using iTunes on your Computer.

This is not possible. iPad Air was released with iOS 7 on it. No earlier version of iOS can be used on iPad Air.
If you're trying to update (not install), then try recovery mode using iTunes on your computer as described here:

You may have to try to get into recovery mode more than once to succeed.
Where is the home button on iPad air.
If you are from UK and can not update using iTunes
I tried holding the home button and the sleep button for few seconds and it did not respond?
What does being from UK have to do with anything? Why can you not use iTunes?
Did you run out of battery while updating your iPad Air?
