Try reset iPad

Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears

Note: Data will not be affected.

In Safari on a Mac this page loads partially then a pop-up notice appears - obviously I can't read the text - which has to be OK's before the rest of the page will load. You can't even close the page without clicking this. Possibly this is throwing Safari on the iPad.

As to the specific error, Apple have a page on this:

http://support.apple.com/kb/TS3320

however they simply suggest clearing cookies which you have already done.

Further to this, I looked at the page in FireFox on a Mac and could see in the bottom bar flickering of the URL which suggested that circular redirect was taking place. I would think that it's the programming in the web page which is the issue - short of contacting them and complaining I can only suggest looking at the page on a computer. I don't think resetting your iPad will help (though it won't do any harm).
